Impressed by the anime, Masanobu Endoh wanted to make a Gundam game, so he directly negotiated with Bandai. He left Namco to make this game (Namco's policy at the time was not to make copyrighted material). Fun fact: Bandai and Namco later merged in the game business as Bandai Namco Games.
To promote the game, Endoh and Bandai worked on creating a massive marketing campaign. Endoh himself appeared in most of the game's television commercials.
Hot Scramble was the first Gundam game ever released for a console.
The main BGM, "Ai wo Komete to the Water Planet", is originally a slow melody, but perhaps because it's used in an action shooting game, it's arranged into a high-tempo song reminiscent of Eurobeat.
