'96 Flag Rally is a top-down racing game set in maze-like environments, inspired by the gameplay concept of New Rally-X, but featuring more modern, cartoon-style graphics.
At the beginning of each game, the player can choose between different female characters and a selection of cars or motorcycles. The objective is to collect all flags across multiple stages while avoiding hazards and rival vehicles in a manner similar to Pac-Man-style gameplay. Colliding with an obstacle or opponent results in the immediate loss of a life.
A map displayed on the right side of the screen indicates remaining flags using yellow markers. Each stage is also time-limited, with a gauge that gradually fills as time passes.
Two special actions are available: a speed boost and the ability to deploy smoke to hinder opponents. Occasionally, the game features bonus stages.
