Nekketsu Kakutou Densetsu is a Tournament-style fighting game for the Famicom. Instead of a 1v1, it's a 2v2. The game, on average, should take 40-60 minutes to complete. The game stars Kunio, a high school delinquent who finds an invitation in his locker to join a fighting tournament hosted by the Saber Tiger Association to get a chance to fight the Double Tiger brothers. His companion, Riki, joins after reading the invitation.

The game was developed by the Niigata studio at Technos Japan, who were professional wrestling fans. The game was made during the Tiger Mask era of the late Mitsuharu Misawa. The staff would watch and cheer at wrestling shows during the time of the game's development. The staff even got to experience Tiger Jeet Singh rampaging outside of the ring, which scared Koji Kai. Giant Baba is a local hero from Niigata, which is why the staff is filled with pro-wrestling fans. The Double Tiger brothers in the game are modeled after Misawa's incarnation of Tiger Mask.
At the time of the game's development, fighting games were the most popular genre, both on arcades and in the console market. The staff developed the game while also playing other fighting games, but they also wanted to preserve the graphical style used in previous Kunio-kun games. It was the first fighting game to allow up to four players to play simultaneously against each other. In order for more than two players to play, a Japanese multitap is required.
The secret ending for the game (unlocked when beating the game as Kunio) will show Kunio speaking to the player, asking them to support Technos, then showing Riki running away from the Double Tiger brothers.

| There are no points to be earned, but there is a Wins and Losses system to progress the game. The player must reach 14 wins before any other team does to fight the final boss. |
