After Ninja Gaiden II for Neo-Geo failed to be released, three teams were formed at Tecmo to re-use the failed game's assets. After some planning, three basic concepts were decided on. Team A was to make a ninja themed fighting game; Team B, a fairytale themed fighting game; Team C, a horseback based fighting game.
